Solved No commercial plots, weird static stalls.

Hey, ive recently started playing with this mod and have been experiencing a weird problem or i am doing something wrong. I have 0 commercial plots in towns with 12+ people, i also see random objects i cant interact with (assign settlers, or scrap/move) and as i get more and more settlers they keep making agricultural, rec, martial, and industrial plots but no commercial plots, ive tried to assign people to these stalls as well to no avail. eg there is a clothing stall in the middle of sanctuary hills which no one works and no one can be assigned to it. ps. sanctuary hills is city level 2.

Further more ive seen areas that look like they are meant for traders, with counters and or stalls, but cant assign anyone to them nor are they connected to any interior or regular SS plots.

so im curious if this is normal, do stores generally not appear until city level 3? ive even set taxes for commercial zones to no tax, while industrial is double to see if it entices settlers to build commercial plots but maybe i give settlers too much credit on what they want to build.

any information much obliged.
 
In the city manager halotape there is a selection "refresh settlement."

I think commercial always get built last, so unless you are at the max population for that city plan, they may just not be built yet.
The order of plots I usually see appear is agricultural+martial, then industrial, then rec, then commercial (I don't think tax level has anything to do with it).
When there is a counter (like the clothing store in sanctuary hills) it should be assignable when the city is a high enough level and there are enough people, but I've had issues with this in the past. In particular, on the complex Sanctuary hills city plan, there are 26 plots for 26 max population - so you actually need 29-30 settlers to have those assignable (again, this is from my experience).
 
When you do the configuration when you first activate the SS holotape, I just put everything automated and it goes through and turns off the requirements for homes etc to be allowed to be commercial. So, I don't have this as an issue...
