Solved New Playthrough, ROTC in Sanctuary

I'm just starting a new playthrough and thought I'd use ROTC city plans this time.
When I get back from concord with preston and gang, and sturgess will have me building beds, defence, water etc. can I just build a city planner desk and place preston at it? or do I have to complete that quest by building manually and then come back and do that?
I went back and watched the videos today but it wasn't mentioned, and a quick googling didn't bring an answer either.
 
Finish the sturgess questline before doing any sim city stuff like recommended. The desk should be rebuilt elsewhere automatically once the city plan is activated so I wouldn't recommend doing anything with the desk until the plan is loaded.
 
You can finish the quest from sturges just by allowing the City Plan to load out. Preston as leader that early? Not yet possible (without completing the first recruitment quest). So go for codsworth, I suppose. With mods, Sturges himself can be a leader.

Honestly I wouldn't go with Codsworth, he is buggy as hell constantly unassigning himself from stuff, best to move him elsewhere.
 
Codsworth being unassigned is purely visual. I've always had him lead Graygarden and it reaches lvl3 without problems
 
Huh. Probably didnt notice, because graygarden is at 100 happiness because of diagnostics plot (60 plus happiness) and other recreation plots. Good to note
 
Thank you, I hadn't realised that Preston wouldn't be available as leader yet, I'll play through the initial quest from Sturgess and scrap it later when I build a city plan.

I don't think this is true. Maybe, I'm missing something?

The only things that normally effect basic settlement happiness (besides certain settlement quests and robots) are the things listed in the happiness report: enough defense, enough food, enough water, enough beds, and enough shelter.

If unemployment effected happiness it would be by a measurable amount.

Admittedly if a new settler shows up and you haven't planned for her arrival, your settlement's happiness will take a hit until that settler gets her food, her water, her sheltered bed, and her point of defense. If, however, these have already been provided, then there shouldn't be any dip in basic happiness.

If there are certain SS mechanics that require settlers to be assigned, I don't think those have anything to do with happiness.

I've run Red Rocket as recruitment hub. Only a bunch of sheltered beds and food/water provided by the workbench or supply lines. No assigned jobs: It's just a way station collecting bodies for other settlements. Happiness stays at 80.

I was under the impression we were talking about the sim settlement happiness meters here? Your employment happiness bar will never be full with unassigned settlers.
