Munition Factory Upgrade.

Now i know that the munition factory was made to be slow to balance it out but i had an idea that could allow it to be better but you have to work for it.

Now the press should stay as is until you go through a set of quests that slowly upgrade it. And it had to be tedious. If you want this thing to be a true munitions factory you have to scour the commonwealth. But have it where you can access these items without the need to progress the main story.

One of the ideas i has is Polymer Labs. Two items you should have to get is Cobalt and Tungsten canister from it. Dunno what you can make with them but i'm sure something can be made up.
You should also have to visit military bases and collect pre-war tech to use to upgrade the munitions factory too. I'll probably add more to this later.

The whole system needs to be a long quest line to offset the improvements that can come along and it needs checkpoints where it upgrades the place little by little.

(This is more me jotting things down. Getting it out of my head. Please excuse the randomness.)

Wikipedia says:
[Tungsten] is remarkable for its robustness, especially the fact that it has the highest melting point of all the elements discovered, melting at 3422 °C (6192 °F, 3695 K). It also has the highest boiling point, at 5930 °C (10706 °F, 6203 K).

Cobalt is primarily used in the manufacture of magnetic, wear-resistant and high-strength alloys.
I think they could definitely be used.

IMO the questline should unlock a lvl4 upgrade to the factory.
OR, the first quest unlocks a completely new adv. industrial blueprint. A "military research" or something. It doesn't branch, but you need to do a quest to unlock each level past 1, and one final at lvl3 to unlock the full feature set.

Edit: idea: after you did everything, you get a "reloading workshop" of sorts. You can throw in all sorts of ammo, and it will disassemble it in order to produce the ammunition you want. Something like: take all ammo from the input box, fill some internal buffer, and if it's full, create a large batch of the same ammo as whatever is in the pattern box.
Alternatively, certain types of scrap can be substituted. But it definitely should consume something in order to produce ammo.
