Aha, if only we could move a plot without losing what had already been built. I could just imagine the application of this in city builds to ensure it all fits properly. Like Junktown Fences & other buildings that would work well as a perimeter. It would help in the planning & layout. Like being in the workshop mode and placing plots & being able to switch between levels for the plots to see if there is unacceptable clipping, gaps, etc. it would give you the ability to add or remove pieces for the walls, walkways, etc. as the plan progresses through the levels.

Using place anywhere you can move a plot to where you want it using cursor moves, then refresh. Then in keeps the current progress.
