I often find that looking for available leaders doesn't work the first time. If you've tried it twice, there is a console command to rebuild the list:The problem is, I tried to assign vanilla companions, but nothing gives. I had to assign them manually, since the desk didn't find any. And I did dismiss them to the settlement I wanted them assigned with.
I should also add that if the character you want to assign as the leader is with you, you can always directly assign them to the desk in workshop mode. Anybody can be a leader, even a regular settler, they just don't all come with bonuses and drawbacks like those with leader cards do.
If you have assigned a Companion, Unique Settler with Leader Traits (have a Leader Card), those should apply to the Settlement whether you have used the City Planner's Desk or assigned them manually.That's one of my questions. And recruitable settlers Leaders, also for SS2

No, it worked fine, till I reached maximum affinity with Codsworth and sent him to Tenpines. I don't think, it's tied to this though.Anarch's Leaders Almanac adds him, and others. Can't recommend it enough, it's quality stuff (just look at all the flags..)
