Mayors - "no unique leaders available"

I get this at each and every settlement. I can assign manually, of course, but I'm curious, why this could happen and if my uniques carry their leaders traits, if they are assigned manually.
 
There are very few Unique Settlers that have leader cards with only SS2 and SS2-Chapter 2.
Only the ones with Leader Cards would show up in the list of available leaders.

The problem is, I tried to assign vanilla companions, but nothing gives. I had to assign them manually, since the desk didn't find any. And I did dismiss them to the settlement I wanted them assigned with.

I often find that looking for available leaders doesn't work the first time. If you've tried it twice, there is a console command to rebuild the list:
cqf ss2_optionsmanager rebuildleadercardscache

That's documented on the Settlements & Cities page, along with this:
if you cannot figure out why a leader card isn't working, you can enable papyrus logging and use the console command:
cqf ss2_optionsmanager DebugAvailableLeaderCards
This will post a bunch of information to the SimSettlementsV2.0.log file about why each character is ineligible to lead currently.
 
I should also add that if the character you want to assign as the leader is with you, you can always directly assign them to the desk in workshop mode. Anybody can be a leader, even a regular settler, they just don't all come with bonuses and drawbacks like those with leader cards do.

That's one of my questions. I assigned a number of Settlers of the Commonwealth as leaders. Such as Hoss. Hoss sometimes, since I also have leaders of the Commonwealth, crops up as a leader's choice. Others don't. But my question is this, if I assign one of the vanilla companions manually, do their leader traits carry over or is it as assigning a no name?

If you have assigned a Companion, Unique Settler with Leader Traits (have a Leader Card), those should apply to the Settlement whether you have used the City Planner's Desk or assigned them manually.
You can check by using the City Planner's Desk > Manage > View Modifiers
 
Nobody's Leaders and CSM's Vanilla leaders (SS2) are (Im my experience) Quite good mods for getting leaders set up. You can find them over on the Nexus :)
If the game is acting up I'll assign a generic settler then come back and try to pick the leader I want later.

Sort of in the same vein Nick and Codsworth have a mod that keeps them from being unassigned by the game. Its here.

Having to "assign them manually" is not an uncommon glitch. In fact, I have had it happen to me, and that is exactly what KG suggested I do.
I don't think we know the actual cause of why it sometimes happens. What I can say is what you are doing is a good way to handle it.

So I'm curious - which mod exactly are you using that provides a leader card for Hoss? If it is this - https://www.nexusmods.com/fallout4/mods/36942 - I'm pretty sure that's designed for Sim Settlements 1, not Sim Settlements 2, so I'm not sure that's compatible.

That's interesting because neither of those mods should have Hoss as an option since he is from Settlers of the Commonwealth and I don't think either of those mods support Settlers of the Commonwealth as that's a different mod from recruitable settlers. You can assign Hoss as a leader manually (seems to be the only "job" he sticks to as he is a super mutant) but I don't think he has a leader card.

He's got a leader card. I remember assigning him once through the city planners desk and among other traits I have forgotten, was "doesn't speak so well". That much I remember, but I don't know which mod gave him a leader card. But both the mods I mentioned are based on settlers of the Commonwealth.
 
Update: I started a whole new game with the same mod setup and now each and any leader card shows up. Even Buddy is eligible as leader. I don't know what went south in my other game, since, as I said, same configuration, only a new character.

Edit: A little further into the game, all the cards vanished again. I sent Codsworth to Tenpines, the settlement I had all the leader cards available, and when he arrived and I tried to assign him, it was again, no unique available. I don't know what happens there, but it seems I'm back to manual.

Anarch's Leaders Almanac adds him, and others. Can't recommend it enough, it's quality stuff (just look at all the flags..)
As for this, have any idea when it starts? I think it may be linked to some event.

No, it worked fine, till I reached maximum affinity with Codsworth and sent him to Tenpines. I don't think, it's tied to this though.
 
I've been having exactly the same issue myself. Leaders are never available over multiple games. I figured it has something to do with some kind of mod conflict, but I'll be damned if I can figure out what. I ran the troubleshooting script and basically it said nobody was actually a part of the colony, even the ones that I am 100% certain were. It's odd, but not terribly inconveniencing as I tend to assign leaders based on RP rather than min/maxing.

The truly annoying thing is that leaders seem to keep getting unassigned from their workstations and I have to keep tracking them down.
 
I think, I got to the bottom of the problem. As long as I don't assign any mayor, things work as intended and all leadercards show up as options. Once I assign the first mayor, the system bugs out on me and there are no leaders available at any location.
