Leaders and level 3 cities

It's suposed to be safe to remove a city leader after it reaches level 3 and move him/her to a new settlement, but I've noticed how on previous levels new plots were appearing as new settlers moved into the settlement (they appeared out of nowhere when the settler arrived, not when the city was built or upgraded). Would those new plots still appear if I move my leader to another settlement?
For example, I've just reached level 3 in Sanctuary with Codsworth as leader. Currently the city has 18 settlers, but I've noticed a few spots where a plot would fit nicely. Are those spots suposed to be filled by their own even if I move Codsworthout , only if he stays as a leader or are they free for me to put whathever I want on them?

If the plots are not there then I don't see a mechanism for spawning them except 1)doing it manually yourself, or 2)the city plan doing it, which it can't if you have moved its leader, which is 'taking back the city', because then the city plan is not in effect.
