Fixed Leader Railroad guards hostile to pretty much everyone

How are factions set up for Railroad guards created with the leader trait? When Deacon is leader I get Railroad patrols and they are hostile with travelling "Adventurers" NPCs from "NPCs Travel". According to that mod's factions they should be set to be allied with the Railroad. It wasn't obvious to me where the patrol NPCs come from in the SS mods.

Edit: Also hostile with NPCs from Tales From The Commonwealth. Specifically "Sadie" the Boston brothel guard who is right across the street from Hangman's Alley. So, she basically kills all of the railroad agents if a random wandering NPC from the other mod doesn't do it.

If there is no relationship between factions does it assume hostility?

"Sadie" is in one custom faction only (f3DNPC_BrothelFaction) which only has an explicit relationship to "f3DNPC_BrothelFaction" so why are this NPC and Railroad agents hostile?

Edit2: From the "Creation Kit" site page on factions:
Neutral: This is how all factions relate to each other by default, even if you don't specify it. Neutrals will be attacked by Very Aggressive actors.

So, it looks like Railroad agents are "very aggressive" so they attack anyone who is not explicitly an ally :-( Minutemen are "unagressive", BOS soldiers and synth coursers are merely "aggressive"

So, perhaps customize the railroad agents to dial down the aggro a little bit haha.

I've confirmed that editing EncRRAgent01Template to change the AI setting "Very Aggressive" to just "Aggressive" does avoid the issue.
