did you placed conduit yourself on wall? wire from grid/power source must connect to buildings own conduit/power pole/ect , not conduit/connector you put onto/near it . as in - exterior building need actual connection to grid/power, not just proximity to power.
(from my own experience with fallout 4 sim settlements 3 in 1)
I even tried setting up a small generator and connecting it to a conduit on the wall just outside where the plot is. Plus the plot across the room has power.
wait, are you talking about interior plot? then wire must connect to something (conduit or something) not further away than 1-2 foundations from it to give it power, also if plot is unbuilt it will not affect ss hud power graf nor workshop number, only show its power status/usage when directly looking into it in ws or plague
