Industrial plots plans. Can't use anything else than basic materials.

Is there a quest requirement or something? Am I just missing something or is there something wrong with my game. The only plans i can select in the ASAM change build plan is basic material plans. Everything else is working asi it should. Also when i tried using the cheat version they were there. I just finished scavvers delight.

Additional building plans are unlocked as you progress through the main SS2 story, some unique settler stories, and unlocked when certain plots reach higher levels. Probably other ways too like vanilla quests, not sure, but I expect they're tied in some way. For example, I believe there are plots unlocked for completing Sturges' Sanctuary startup quest when he asks you to build beds, water, etc.

I did Concord, sturges and two minutmen quests. Still no popup. I guess I need to keep playing. Alternatively I could play the full story of ss2 and if it doesn't unlock just use the cheat version.
