Fixed Inaccurate City Leader Change Notice

When trying to change the city leader, it reports them as being at the current settlement you're in rather than where they actually are. As seen in the picture below, it says Preston Garvey is in Sanctuary Hills (the settlement I'm currently standing in). Even though he's actually in charge of The Castle.

I've also been having issues like this. I've tried changing the leader, scrapping the place, reassigning the leaders and refreshing but it's still happening.
