IIHAH/Casting a Line

Hello, I hope this is the right place to post this.
I have recently started a new save and downloaded what I believe to be the latest version of SS2 as well as the workshop and hud frameworks. I understand that apparently you can skip all the quests, but what little I have seen so far has been fun and impressive and I'd like to continue the quests to completion. I have been having an issue with the ending of IIHAH and starting Casting A Line. It repeatedly told me my count for finishing the residential and job plots was one thing then itd change. After I finally got it to finish, I got the commotion bit between paul and lily, but when I went to go back to Concord to talk to the stranger, I no longer have a quest prompt, and he will not respond to me just walks around. I can only trade with paul and lily. My settlement is Abernathy farm. I can post my mod list and load order if it helps.

In my several playthroughs, the stranger is usually messing with a device on the north side of the first floor of the "hardware store" in Concord. I'll bet what you are seeing is you hit the "talk" button, he stops what he is doing, pauses, and goes right back to messing around with that device. I have found that if you stand on the north side of him and spam the "talk" button, eventually the quest scene will start.

Try that! Good luck.
