Ignore Charisma for recruiting not working.

Hi, I have Ignore Charisma on in the holotape, but my settlers are still capping out at my (low) charisma level. Am I missing something?
 
There's another setting that caps recruitment as well -- max number of jobless settlers. That can be increased if you like (default is 2), but it's there to keep you from having a city full of folks sitting on their thumbs and sleeping in the streets. :) If you make sure you have at least enough unassigned job plots available (and hopefully, enough homes or beds), the city should keep filling until you turn recruitment off.

My Sanctuary's population is 32, even though my charisma is only 3 (and was at 1 until I got the bobblehead well into the game).
 
That's not it, I have no unemployed settlers at the places affected, they both have 16 settlers (which is 10 + my charisma with buffs) and if I increase my charisma even further it lets me move settlers to the locations when it wouldn't before. So it's definitely a problem with ignore charisma not working.
 
Ah, I think the key phrase is "move settlers" -- the ignore charisma setting can't/doesn't override the vanilla game's limits on settlers when you move them between settlements, alas. It only overrides the limit for settlers recruited within a settlement by the recruitment beacon. So, to get more than your charisma limit, you have to use a beacon to recruit them directly into the settlement.
 
It's been stuck at 16 for a while, though. Whereas recruitment was pretty steady beforehand. Regardless, I just installed a mod to up the default settler limit. Thanks for the help!
 
Yea, I've seen it happen that a settlement gets "stuck" at a certain amount, regardless. Not sure if it's an SS issue or not, since I've seen it happen in cities I build manually too, or just the game being its usual ornery self. :)
 
Ignore Charisma definitely works- but the game will often misreport the number of unemployed settlers, so you’ll end up getting stopped by the Max Unemployed setting. Changing this to 5 usually resolves this for most folks.
