Sanctuary hills is not building up but is reverting to its default state and no sim settlements stuff is building up for some reason I have attached a video to show what its doing from capture on my Xbox series X

Ok so the Basic plan puts back everything almost so that is normal. Not sure if the RotC plan does the same but I believe it does. Otherwise it doesn't matter what YOU scrap its what the City Plan designer scrapped.

Yes but after its scrapped everything it does not build any plots.
