HQ 2.0: How To HQ - Can't start projects.

I've started How To H.Q using the newest versions of SS2, as I was waiting for those to come out before I ran the HQ. However after going through the first dialogues and told to start the cleaning project I have no options regarding projects whatsoever, as it can be seen in the sreenshot. Feels like I'm stuck on this stage of the quest.

FYI, I tried re-loading a previous save just after I talked to Mansfield to work on the HQ, and the problem persists.

I also am having some other bugs with the HQ. There are no Panels next to every room. Whenever I do the View HQ Layout option, it brings up room selection, and when I close out of that list it adds every room to my inventory (I assume this isn't intentional).
There have been reports of Functional Displays not working well with SS2, but it hasn't been validated as incompatible or semi-compatible.

Room Control panels do not appear until you have cleaned a room.

The intent of the View HQ Layout is for you to move a Room into My Inventory and then track that room in a tracking quest called HQ Management. It will put a quest flag on the room for you to find it. It shouldn't be putting anything actually into your inventory.

If any of your mods have workshop scripts, and they have overwritten SS2's, you'll have issues.
Sorry, I'm not familiar with many of the mods you have listed.
"Sorters", if they rename SS2 Quests, will also cause issues.

I'm hoping that a few other SS2 Experts will have a look at both of these load orders and offer suggestions.

Just tried disabling my item sorting mod and also disabling Functional Displays. No luck; I still don't have the option to do any projects. What should I try next? Should I try rolling back to a save at the start of the Moving Day quest?

What Id try (though it might be too much work) is disabling all the mods but SS2/SS2 required - make a fresh game. Use the holotape to advance to the HQ - cheat like mad and take it. Then see if it worked. Its not totally conclusive since some mods make changes to the game but it should come pretty close to figuring out whats the general cause.
In case it helps two console commands TGM (God Mode) and KAH (Kill all Hostles) should make combat easier.

Okay, I will try this now and report back what I find. Might be tomorrow morning before I can get a new game up & running & test this out, but I'll report back here.

I should also mention - I only had 1 settler at HQ. Even after trying the HQ Population Fix in the settings holotape, I still only had 1 settler at HQ.

For the Functional Displays bit - I did the "recommended fix" before installing that mod.

It'd be great if we could get an SS2 troubleshooting expert to look at this.

If you have F0$ via steam you can use it to verify your Fo4 files. I can explain how if thats an option for you. At this point Id download and instal new versions of the mods form the nexus and see if things changed. Its speculation but you might have some bad file in those.
 
Really for everything to work properly, you need to have, minimally: HUDFramework, Workshop Framework, SS2 and SS2-C2
 
Okay, I think I got it working for now at least. I started a new save using the same mod load order (except I removed Functional Displays). I skipped ahead using the city manager holotape to the How to HQ quest. It allows me to do cleaning projects.

Strangely, the HUD bar at the top of the screen disappeared. The game was also very laggy as I first did the cleaning project. I saved and quit to desktop, restarted my computer, and re-loaded up the save... and everything was working! So now I'll test to see if this will work on my old save or if I'll really have to start anew. Alas, I'm glad it's working now.

Perhaps this could've been caused by me having gradually added mods over the course of my original savegame. I never had any of the SS2 beta versions enabled on that save so that wasn't the culprit. Now that my load order is perfected, I'll have to do a new playthrough.
 
It's really a big bummer if I don't get this to work on way or another, cause this is probably my last FO4 playthrough of the dozens I've made in the past. My current playthrough is now 170+ hours long I've started a long time ago with SS2 + C2 in mind, and I even stopped playing for a while before I went through with the HQ quests to wait for the HQ 2.0 update to come out, to find out the quest broke for me for god knows what reason. I'm just not willing to go through as new one just to enjoy SS2 + C2 to the end.
I mean don't take me wrong here, I'm not complaining, I understand how these things work, mostly in FO4, things tend to break easily, but when games like these takes us hours and hours of gameplay you kinda grow attach to what you do, and "losing it" over something that just "doesn't work" just makes you wanna move on to something else.
I will keep trying to fix it somehow, or who knows some future update fixes it, but if not, than this is it for me.
 
Made a brand new save and skipped to the How to HQ quest, everything loaded correctly and I had all the menu pieces that were missing. Then I loaded a save for my main character my most recent before I started the same quest, about 6 IRL hours prior skipped the quest, no facilities menu. So its probably safe to say something broke during my playthrough. It is kinda weird that 1 of the HQ menus loads, just not the facilities one. Would kinda assume I'd get neither or both since they've been added the same way

I also tried the nuclear option, which was deactivating all SS2 content, loading in the game, making a save, then turning everything back on and reloading. With the intent of skipping straight to How to HQ, that made it as far as opening the workshop to craft a new holotape and just not having the SS2 menu at all haha

I might be very wrong saying this, but wouldn't, make more sense if the quest broke if we had it started before updating to 2.2.0, because I still have the sabe just before finishing Moving Day and I can't get it to work anyway, how can I brake the quest if I haven't even start it yet?

Just out of curiosity, was the save you're currently using that's having the issue started before or after the 2.2.0 release?

nvm, I realized that I did upgrade mid play, and wanted to see if that somehow broke it, so I reverted to SS2 that I was running before, but now it just crashes to desktop when I try to go to the GNN building, so no testing to be done here

That might actually be a mod, I had one making a CTD as soon as I enter the building. Cant recall which one btw. You should find it here in the forums.
 
My thoughts exactly, I haven't even bothered to load into F4 since it stopped working. I just don't see a reason to continue
I understand. If it werent for the new content I keep finding and trying through mods I would of parked the game and moved on to something like Star Trek Online. But I end up with a lot of level 100ish characters because adding and removing mods destabalizes the game in lots of different ways. I added alternate perks/traits to make things more interesting (Im currently playing with gifted x2 giving me +4 to SPECIAL and -50%x2 exp gained). Id also suggest trying a mod that removes the level requirements of perks - you can make all kinds of different builds that way.
 
I tested all day, and finally found where things went wrong. Tested various arrangement of turning mods on and off, updating and revert SS2. It finally came down to just loading saves in reverse until I found one that worked. I've gone back 27hours of gameplay and its working now. I realized what happen was around that time, I was having issues with settlers standing around doing nothing in Sanctuary. So I had someone recommend looking for frozen scripts with Resaver. I'm guessing you can all guess what happened next...Quite the learning lesson. Unfortunately for everyone else, I'm betting this means if you missing that menu your current save is likely FUBAR, and you might just have to go backwards until you find one that will work.

EDIT: Although now im back to a lot of script lag, so maybe i did remove something that was broken at the same time as removing something important

I have the same issue where I get the message "No rooms found for this project" when trying to make the barracks outside in the upper right corner. The only thing I do see is that I have 14 workers and I believe you need 15. I cannot recruit any workers as it states I do not have enough living quarters but I have like 26 beds, sacrificed the Facility, Science, and Security dept heads private quarters for living quarters.
 
I got the No Rooms bug for Mansfield's office. It also wiped out the resources for the project so I cant try it a second time. I went ahead and changed out of survival and activated god mode and get the same result.
