How to Work With ResidentialPlot Limitation?

I presume that pushing scenario #2 to far will kill me long before I could push scenario #1 to far, is this correct ?
The three settlement area is a bigger problem that all settlements.

All settlements will just give you a bunch of script lag. The three settlement area will give you a CTD when visiting.

This is certainly true, and I think the number of active settlers + NPCs the game engine must handle at once would be the problem, not (or not so much) the number of plots or whether you use vanilla beds instead.

At least from my experience, though I'm not sure if it is representative. I didn't build up Red Rocket at all for that reason. 52 Settlers with 92 plots + Visitors + some folks like Cue and Mr.Surgery at Sanctuary and Abernathy work fine, but after I temporary parked another ~10 or 12 settlers at Red Rocked strange things start to happen at Sanctuary, NPCs didn't spawn and a lvl3 plot arbitrary reset itself to lvl1.

Sorry to strive away from the OPs explicit question a little bit, but since the workload issue came up in some responses, I thought getting a rough idea how much and with what exactly you can stress the system, before it actually kills your walkthrough, would be a good thing to know for everybody :)
