How to HQ "No Rooms Found to Assign Project" Bug

I have been going through the "How to HQ" quest and I am stuck on stage 5 where you need to build an office for Mansfield. I cleaned up, and then when I try to put the marker to build the office for Mansfield it says that "No rooms found to assign project". I disabled all mods, loaded earlier save, etc but nothing solves it. I also noticed that on workshop mode HUD's top left side where there is supposed to be a hammer symbol (symbol for facilities I believe), which I don't have no matter what.
I am attaching a screenshot. Can someone please help me and give a work around? That would be very appreciated. At this point I can't progress any further because of this bug.

I have a couple rooms that are doing that, but farther along. One of the stairwell storage won't upgrade one of the living quarters. I tried going to the asam to initiate instead, but no luck.

I am also having this issue. I can't build Mansfield's office no matter what I do. I tried loading an older save. I tried leaving and coming back. I have enough materials. Still says "No rooms available for this project."
 
I am having this issue as well, I am on the latest version of SS2 at the time of writing 2.0.0M.
I have tried quitting and restarting, Reloading a save, all to no change, With that said I am on a VERY full load order so it could be a conflict somewhere.
I have linked the saves with the issue below, but I do not expect anyone to dig through them with all the mods that would be missing, but they are here if anyone wants to look at them.

I stood in the corner staring at the floor for over an hour to clear up any script lag and still having the same issue, so I believe this is either a bug or a conflict, not just script build up.
 
Kinggath was able to fix the issue for me and has given me the green light to post the solution here.


as for the instructions for this...

After you download it you'll want to do the following:

  • Use the holotape to run the How to HQ Population Fix, which is in the holotape under Tools > Advanced > Quest Fixes. This will get your population correctly to 10.
  • Make sure you are NOT in command mode, and run the console command:

cqf ss2c2_hq_gnnmanager establishHQ true


Which if you wait about 10 seconds, should allow the room construction to function.

I followed these instructions, but I still have the same issue.

It allows me to do the cleaning for Mansfields room, but when I go to build the room, I continually get the "No rooms found to assign project". As the OP did, i've reverted to old saves, removed all non-ss2 mods, still same issue.

Really enjoying the mod but this has me stopped cold and I don't want to continue in case I have to revert again.

Yep, same here tried everything , even skipping the How To HQ quest entirely in the hope it would fix the non construction issue but with no luck i`m afraid

My population is showing correctly as 10 but I cannot build anything. Sometimes when reverting from old saves I dont even get the option to build or clean just to manage.

One last thing I'm going mention on Sim Settlements 2,... I tried for a very long time to get it to work with my game as run in the past (a few mods and high level) not wanting to start a new game because I hate all those stupid quests having already played many, many play throughs (1700+ hours).
I could NOT make SS2 run properly until I did a complete removal and reinstall of the FO4 game. Steam had all my saves backed up but the removal took out all the mods including SS2. This gave me a clean install with NO mods and my save files were still intact. I opened my primary game and it played just fine only telling me some mods are no longer installed. I then reinstalled only the stuff for SS2 into my level 129 game save and it plays perfectly, my point being that mods other than SS2 could be the issue if you have them.

I did a fresh install and new playthrough just for this mod, with no non-sim settlements 2 mods installed. It's an awesome mod, i think i'm just going to uninstall and wait another few months before trying again and see if more of the bugs get cleaned up.

.How do you make this work i told it to load after SS2 Main but then I get an ingame error that my SS2 is out of date?
 
I am getting the No Rooms Found error too. Trying to light the lower hallways. I just checked for updates to all my mods in Vortex and got nada. Otherwise pretty stable although I've been getting those **Random only listed building plans again. But inconsistently. Hoping this doesn't mean I'm forced to go back to an old save. Just got prompt to start on water distribution.
 
Clearly this was not a bug. It was an I/O (that is, an incompetent operator) error. I stumbled into facilities>construction and found option to actually BUILD that room. A little perplexing as I didn't remember needing to do that earlier. But after that build completed, I've been able to upgrade further. So problem was MINE.
 
I am doing the “How to HQ” quest (on PC) and am attempting to build Mansfield’s office. I am able to clean the room, but I am not getting the window that is supposed to open to confirm what to build in the room. I have the resources to build the room once I change the resource complexity. Unfortunately, when I attempt to build his office I receive the “No rooms found to assign project” message. I can select the room via the HQ map within command (build) mode, but the controls by the door cannot be accessed until the tutorial is completed. I have ensured SS2, WSFW, and SS2C2 are up to date. I have attempted going back to earlier saves but the issue persists. Skipping ahead to the next quest removes my ability to recruit anyone to HQ (only an empty box appears for the location desired). I am not currently able to post a full mod list (I’m on my phone), but I am wondering if anyone has knowledge of incompatible mods that may create this issue or if this is something I must patiently await a patch for.
