Help! No Creationkit.ini file

I've downloaded and run the creation kit so I can make addons for Sim Settlements, but there is no creationkit.ini file. I am a complete novice at this, and it is extremely frustrating to be thwarted so early.

Okay, new problem. Nifskope looks nothing like what is in the SS tool kit 'Getting Started' PDF. I think its a different version. Do I have to get the old version?
 
Whatever the latest alpha build is. If you want to have the exact same version as the toolkit, it's version 2.0.0 Pre Alpha 6, I imagine they keep all versions up.
 
The latest alpha build (1.2.0 Alpha 2) is the only alpha that will work on my computer (every other version, including 2.0.0 Pre Alpha 6, immediately brings up the "This program has stopped working" dialogue box), and it doesn't have options menu. There is a resources option in the file menu, but I cant add anything from my Fallout 4 folder. If I check the 'automatic selection' box, I get files from Skyrim and Fallout New Vegas. Version 1.1.3 (The latest version) has a similar setup, but the 'automatic selection' box yields only Fallout New Vegas Files. Is there any chance you could do a tutorial on using the latest version, or give me an idea of how to get started. I'm desperate here. You've worked so hard to make this as simple as possible, but 6 hrs into it and I haven't even been able to move past page three of the 'Getting Started' pdf.
 
The Pre-Alpha version has some features needed to do exactly what's in the tutorials, I'm not sure the older versions will even support Fallout 4 nifs. Can you try running it as an admin?

You can actually get through almost all of the tutorials without Nifskope. Even the first tutorial will still work if you skip the Nifskope step.
 
I have tried running a program as an administrator, but that yields the same result. I've even tried Googling to see if anyone else has had the same problem, but I'm apparently the only person in the world who has. Later on today I'm going to try getting through as much as I can without nifskope, we'll see how that goes. Maybe the fates have just decided that I don't get to do this. Maybe I'll just give my idea to one of the other talented modders and they can do something with it.
 
The only step you absolutely need Nifskope for is correcting your settler navigation, which only takes a few minutes. I'm sure you could convince someone to do that last little bit of processing for you - it's a very small piece of the puzzle.
 
just to be clear you are using a steam version of Fallout 4 and not an illegitimate upgraded version right? Because I can verify that the shady version required me to manually add my resources because it couldnt find the steam copy. One of many great reasons to use legit; it was porting to xbox that forced me to bite the bullet.
 
I am indeed using a legitament steam copy of Fallout 4 and all of the DLCs. It turns out that my system can't handle a single cell opened in the creation kit, let alone multiple iterations of it. Considering that I spend half my time playing Fallout waiting for cells to load as I fast travel, this really shouldn't have been a surprise. I'm going to have to wait until I upgrade my system before I can do anything. Thank you Kinggath for your help and patience with me.
