Do Settlements Auto build Communications to recruit settlers?

I just finished Chapter 1 of sim settlements 2. It was a lot of fun, but now I just unlocked the communications plot for recruitment. Will My current cities automatically begin building this new plot, or do I have to manually build it?

I am currently running sim settlements 2.2.0 b with the extended script enabled and chapter 2 installed as well. Don't know if that information is pertinent.
 
Sometimes there are a lot of municipal plots in city plans and they can build something like tax collector. Or comms. Now I guess also the medical plots. I wouldn't rely on that though, just build one that's 1x1 and has cats in it.
(but every city plan does come with a recruitment beacon so there's that)
 
I should clarify something; City Plans aren't some sort of AI-generated dynamic building process, in reality they're almost literally just a way to 'copy paste' how another player built that settlement. The "built in" City Plans were made using only the most basic plots of every category, but you can of course go up to any plot and change what it's doing at basically any time.
We just describe it like it's the settlers "deciding what to build" because it's easier to 'roleplay' with it that way.
