Question cant select city plans or assign leader of vassal (starlight)

I cant select city plans or assign leader of vassal (starlight), i waas able to do it with abernathy a while ago but no option to select leader or city plans or anthing and when i click on the "building plans" drawer of planners desk i get "all of this settlments excess resources are commited to nearby outposts, they are unabel to upgrade"

You need to turn on the "Control Vassals" option in the Conqueror settings to be able to use the city mangers desk.

If the settlement is a vassal, you can only assign leaders via a War Planner's Desk (from any settlement that has one). You can also turn off the requirement for city leaders in order to build a city plan, found in the City Planner Holotape/ Desk options. To select a plan you need to click on the blueprint on the desk, which controls city details. The building plan drawer is meant for organising plot plans rather than cities.

Ugh, that is why the warplanners desk remote control aint working right. Even though the target settlement is an outpost.

You can get around using the desk as a remote control by physical moving the leader to the settlement then going to the settlement and assigning them to the desk manually in workshop mode.
