Auto-assignement bug with vanilla fallout 4 object and "blueman"

Hello, there is a bug for me where the jobs from vannila object and blueman are sometimes counted but sometimes not the UHD say all jobs are pick but when you put asam you see 2-3 settler that have not.
This is hard to track cause you need to go find every vannila object that the city plan put ( or "blueman" and assigne manualy but when you return the bug can happen again. so there is something wrong with auto-assignement.
This bug can make city stuck cause the settlers sometimes they dont really work even if they say all jobs are gived and make attract new settler bug too cause you think you have no unemployed but they don't come more cause of the option "max unemployed 2 "
 
So your settlers are assigning to city made plots, plots you create and vanilla objects you place but not the city created vanilla objects? When you leave the settlement and come back are the settlers you assigned now unassigned? Is this just on settlement? Are all the settlements the same level when this happens?

Was the city vanilla object like the guard post in red rocket but was tree patch ago now seem this work better but sometimes is weird they got unassigned and another settler is assigned. the city was lvl 2 for red rocket and lvl 1 for hangman.
in 3.1.5 this seem to be less frequent. the job are counted now jsut the settler that is assigned change almost everytime.
