Closed 3.1.1. Settlement defense count wrong

There's still something wrong with the counting in the latest 3.1.1 patch. I've got some screenshots, where I think one part of the problem may be.

If the city level 1 in Sanctuary produces 65 water, than that value is correct (because I changed one of the 5 scrapyards in a water plant... also 5 scrapyards? Is that correct?) But then it is still wrong. Looking at the HUD Framework to the left, showing water = -1 before a city refresh? ...

The top value of the workshop shows a defence value of 21. But as I'm counting in this level 1 sanctuary, there are 3. MK1 turrets producing 5 defence each. Plus either 2 plots which produce 5. Or 2 plots that produce 15 (explanation below with pictures) but both sums come to either 25 or 45. And not 21. So there's something wrong there unless defence values are subtracted somewhere because of plots etc.... But after the refresh, at least the water in the left HUD Framework was fixed.

When looking at the plot (above) it states it produces 15 defence. But when looking at the settler assigned to it (below) it only produces 5.

Indeed, most plots have negative effects in defence and the totals are shown in workshop mode. Don´t know what to say about the npc and plot difference, it seems a special npc (which i don´t know) who adds deffence. Try assigning a normal settler to that plot.

City designs only use SS plots, and for industrial there is only one that´s why you get always the same
 
The 85 water going to -1 seems odd, though if it's good after a city refresh, I'd assume this was just a display error. Rocola is talking about the Dynamic Needs system, if that option is enabled (which it is by default), negatives are applied to a lot of the numbers as the plots upgrade. You can view a plot plaque to see how each affects the settlement.

Alternatively, you can use the terminal on the city planner's desk, then go to Reports -> Local Plot Report to view how each plot type is affecting your settlement needs over all.

The settler doesn't make the difference, it happens with a normal settler as well. I don't know why.

City designs only use SS plots, and for industrial there is only one that´s why you get always the same

I guess that makes sense, I was surprised at first that there were industrial plots in the city plan so I thought it detected and used the Industrial Revolutions expansion. Though it might be nice to have the plan detect if Industrial Revolutions is present and then use those plots too. But I guess I'll change the plots myself to fit my own needs then.

Thank you. I checked through this report. It seems the -1 from the water is the 20 produced by the water station minus 21 from plots. So I guess refreshing fixed the water the city produces.

Defense values are still odd. 3 Martial plots are producing 15 each. And 29 is subtracted because of agricultural and residential plots (netting 3*15-29=16). And then there are the 3 MK1 turrets adding 5 each. And initiate Arden (as part of the Recruitable settlers mod) adds another 5 because that's how she is. This should total more than 21.

Edit: I checked with the red rocket shop now. Because all 6 settlers are assigned to defence there (thanks ADA, you're doing great! Don't let no raiders in!). It gets 54 defence from 6 martial plots. Then another 40 from turrets which should net 94. Then the local plot report says that it subtracts 6 for housing. But instead the defence goes down by 12 to 82.

Edit 2: I'm gonna make a guess here to think along and assume that in Sanctuary initiate Arden isn't helping out, because in the red rocket shop, Ellie who should be producing 2 food because she is like that, isn't doing that and the food is at 999. Then in Sanctuary the defence in the workshop and what I am calculating by hand is mismatched by 10. which is either the residential (11) or agricultural (10) malus. But looking at red rocket where I don't have industry: can it be a rounding effect and is the residential subtracted twice in the calculation?
