Question Raucous Reconnoitering bug

I was playing through the questline and on the Raucous Reconnoitering quest, Jammer and Ophelia never begin walking around Diamond City once the dialogue outside Hangman's Alley concludes. I notice in third person that my character is head tracked onto Jammer as though his dialogue never properly finished, so he never starts walking. Waiting or Sleeping does move them along their path, but sometimes I'm able to enter the dialogue camera when interacting with Ophelia.

When they're supposed to set off, the initial dialogue of "you're not going to give me more than that are you?" plays out, but they don't move along the trail. I don't know if this is a known bug but I've moved to previous earlier saves to start the quest again and I get the same result. I know that a few follower mods break because I killed Preston at the start, but I was wondering if there was a fix.
 
I've followed them to the quest objective location near the Diamond City entrance and found the minutemen, but no more dialogue is initiating and has broken any quest progression.

sqs kgConq_MM03_RaucousReconnoitering will bring up the stages, then you just set the next stage that isn't done.

Hmmm maybe I'm doing something wrong, cause kgConq_MM03_RaucousReconnoitering is not working for me.
 
I had to use console several times to get a series of Conqueror quests moving, but none of the commands caused those future quests to be kinda stuck in a spot; actor marker problems in busy city plans, weird interior mechanics where the camera can't really manage, etc etc. These are quest problems that happen when players play them their way. lol

Sorry, I ment to say I broke Jammer, and hopefully I can redo the quest next year after college. I'm sorry I didn't make myself clear.
 
I was stuck where Jammer and Aiden are talking. They get stuck there and the dialog never progresses.
I saved after the generators were destroyed but before the dialog. Tried 3 or 4 times to get the dialog to complete. Nope.
Finally, I used the console command to complete the quest, got miss nanny up and moving, and teleported back to HQ.
I turned on Ophelia's quest marker and she was no where near where the quest was or the HQ.
I'm gonna try one more time to run the quest from the very beginning (I saved right when I got the quest back at HQ). Hopefully it will work this time.
 
That did it!
Long escort quest but the final dialog played out fine.
I should note that I restarted the game to free up / end any loose scripts that may have been clogging up Fallout. That happens. A lot.

I ran into a problem with this quest as well. After initial dialog scene near Hangman's Alley, Jammer wouldn't start to move. As Ophelia just follows him, she did not move either.
I tried playing around with the stages, which mostly resulted in wonky dialogs where sometimes only Ophelia would talk. In other cases nothing ever happened. I got it fixed however, when I got some kinda hunch to try
recycleactor console command on Jammer. It actually worked and Jammer began walking the quest route immediately after teleporting away somewhere on the road. As Ophelia just follows him, she ran off in his direction and the quest progressed further without problems until finished. Maybe that helps someone stumbling upon this thread.

For anyone else this is still sticking for: this trick works perfectly.

Same symptoms, their convo ends, but they never start walking. Waited 10 minutes, nothing.

You have to click on Jammer, then

prid <Jammer's ID>
recycleactor
then close the console. As described by Eldahar, Jammer teleports off down to his patrol point, and you can just follow Ophelia who zooms in on him faster than Dogmeat finds Kellogg.
