Workshop items not showing up

I've had SS for a long time and have never had any issues, but I stopped playing FO4 and recently decided to pick it back up due to the newest release of SS, but I have made a completely new save, I have Settlement Menu Manager installed, nothing shows, I've uninstalled all mods and only loaded SS, still nothing what so ever. At this point I am stumped. No I don't have alternate start. The only other Workshop related mods I have are OCDispencer and Homemaker, both have their own categories show up in workshop.

Did you go pick up and initialize the holotape next to the scooby gang in the museum? The menus won't appear until that's done.

To the right of homemaker should be the sim settlements gear menu. If it doesn't appear, try putting the city manager holotape in your pip-boy and opening it up.

If it still doesn't work, load the Settlement Menu Manager holotape (different holotape) and run a menu refresh.
