I would suggest the following additions/changes.

You can start using commercial plots after they are unlocked in the Sim Settlements 2 quest New Plots on the Block.
Additionally, there are settlement requirements you will need to reach to build and upgrade commercial plots. Once you have put down a commercial plot in the build menu it will not start building itself until you have five or more Level 1 residential plots in that settlement.
Plots that support more than one settler, still only count as a single plot or this requirement.
If you are running out of room in the settlement, try smaller plots - or you can change the requirement to Population in the settings.
Note that beds made in workshop mode in a settlement count as Level 1 residential plots for the purposes of this requirement.
There are extra requirements for upgrading commercial plots as well.
