Why is Aiden following me?

I'm currently on the quest to recruit a nightengale for HQ. Aiden, for some reason, is following me like a companion, but I can't dismiss him, or really do anything.

Beginning to get annoyed... I also can't reassign him to security @ hq.

Is this expected?

I tried this but it didnt work , not sure I did it correctly though. Not sure what you mean by "click" on Aiden? Im using a controller and cant really do that , I can engage in dialogue etc and enter workshop mode but that does not do anything either. Not sure what tai is either.
