who can asam not starting

literally just the thread titlke i have no idea why or what is going on that could cause this unless on of the mods by zorkaz that adds new settlments or world spaces is causeing a conflict my mod manager missed the mod should be working perfectly fine i am at a total loss for why this quest will not start even the quest skip stuff in 2078 holtape cannot start the quesat so now hubert is just obnoxiously standing in concord hardware while im softlocked from th main story unless i cheat
 
save file i reported this issue whole trying to use blew up am now getting a pop up consistantly saying ss2 had trouble starting but have no idea why that might be

If you are trying to use Quest Skipping to skip to the quest you are on, it's not going to work. It can only skip to a quest after the quest you are on.

For Who Can? ASAM 's scene at Concord Hardward to play correctly, Old Paul and Hubert have to be present. If you only have Hubert there, the scene has not started up correctly. If you can, return to a save before Who Can? ASAM started, and try again. If not, and you are familiar with console commands, you can reference the quest guide Who Can? ASAM for quest id and quest stages. Remember to make a save before using console commands, so that you can have a point to return to before you entered commands in case they do not work. Failing that, the next best thing is to use the Holotape to Quest Skip to the next Main SS2 Story Quest.

A settlement mod shouldn't affect this quest. There have been situations where mods that change Concord can affect SS2 quests.

Installation and Load Order - Load order is important for SS2 to function correctly.
Known Issues- Lists some mods that can cause issues for SS2.

Who can slam would not start old Paul just left when previous quest ended and Hubert just stated behind.

As for the save it was bloat due to a npc being required for a quest to fire up that had been trying to start for about 30 hours and I play on survival so rolling back was never an option sadly had to do a total restart and trying to skip ahead to the quest after who can slam also did not work so if I am right it's a solid softlock.

At this point I'm pretty sure something in my load order and ss2 do not get along but my mod manager is not picking up on it and so its completely beyond my skill level to fix sadly
