Question When does Ophelia appear?

Could someone tell me what has to happen in order to get ophelia? I currently have six Outposts, one Slaveroutpost (Zimonja), and a couple of Vassals.
In an old thread someone wrote you need 6 Outposts, which would be crazy if true.
Now that I have 6+ I wonder if I have to trigger her in anyway. I did sleep and fast travel and talked to Jammer every once in a while but nothing.
Also I cant start any new Assaults. After the pop up "gathering troops" nothing ever happens even after staying a couple of real time hours in the root cellar in sanctuary.
It would be very kind, if anyone could help me out.
 
You only need 3 settlements for the intro for Blast from the Past to begin.
Go to your HQ and find a raider that has no role menu option.
Move him close to Jammer using the console and then wait a few mins.
If nothing happens sleep for 24 hours.
Hopefully this will get it to start.
 
3 settlements? that sounds reasonable. does it matter whether they are vassals, outposts or slaver outpost?
With raider with no role option you mean a "visitor" raider right?
Its weird, since I have more than 3 settlements for so long now, i feel Jammer should have stood next to a raider a couple of times by now.
Could you tell me the console command i have to use for it?

So I grabbed some Raider, with no role option with the prid command, moved to Jammer and moved the raider wit moveto player to me, than I made a "jail cell" for the to to make sure the would stay close to each other. no I am waiting. If I sleep, both of them will have wondered off.
 
So I started a new game, and still I have the same issue. Up to the point where you can name your gang, and the first Commanders appear everything works smoothly. Only thing is that there is no indication that Ophelia is going to appear any time soon.
 
Maybe someone here could have a quick look over my load order to see whether there is something screaming at them, that could be related to my problem.

So I srunk my loadorder down to just the "essentials" like armorkeywords, vis-g, workshop mods an everthing with SimSettlements in it. And I drasticly reduced the prebuild settlements and their build levels.
It seems to be working fine so far. Apart from a couple of misssing textrures like the Vault 111 elevator platform, the abernathy power post and the 4f baseballbat. If anyone could point me in the right direction I would be hugely thankfull.
