What you are trying to scrap is NOT vanilla scrappable.

Sorry to harp on, earlier you said "choose Scrap this settlement. That is what is vanilla scrappable." Well using the town gavel this way does indeed scrap the block and vines.
And the block and vines _are_ in the baseline, where editing the baseline export file to have the same rotZ values as displayed in the console, causes them to be scrapped. - So which values are correct the TS exported ones or the ones reported in the console?

Of course, since the universe has never liked me:), this editing doesn't work for items in the house that _are_ scrappable, they highlight without the use of any scrap mod. Yet even after correcting the rotZ values they still don't scrap in the city plan building. The question still arises concerning the difference between TS exported values and the console displayed ones.
To be clear, I use Place Everywhere's 'Extra Object Selection' enabled.

I get that if an item doesn't allow itself to be scrapped then just maybe I shouldn't expect it to scrap in the building of the city (despite the demonstrated 'fix' of correcting the rotZ values); but if items that highlight and then scrap will not actually scrap when the city is built, how is a city designer to know what will and won't scrap - since when creating a level the behaviour is the same, they scrap.:)
For sanity's sake I shall repeat the test of these scrappable and highlightable items being scrapped or not during the city building.

This latter behaviour is not anything I have come across before either a main game settlement or a Far Harbor settlement (admittedly I've only done one of each).

I realise you have spent some time replying to this and I thank you for that. I'm afraid that I might not have described adequately why I feel the behaviour I see is weird and why I think it is a problem.

So perhaps you could clarify:
If an object is in the baseline (put there by TS), but _not_ in the profile, then is it supposed to disappear when the city builds its level0? This is an assumption I've been making that seems logical to me.
