Warwick has no food?

I currently have 2 large farms creating at least 60 food for the settlement, buy its only showing as 3. I tried building 4 additional medium farms to at least aliviate the situation, but only one out of the 4 are building properly. The rest are stuck at level zero. Is this an update glitch and if so, is there a more stable earlier update I can use to avoid this issue? I doubt I can undo this with a bug fix.

I think Warwick is cursed. I trashed the individual mutfruits and create 3 mutfruit plantations. Absolutely zero food produced. I've made 4 multi-story houses and 1 multistory recreation building, and none of them have gone above 1 story. And one of those houses is stuck at level zero but is a completely built 1-story 2-bed house. I tried spawning settlers but none showed up; I had to move workers in from other settlements. In the end I planted 14 individual vanilla mutfruit plants so my settlers can eat. I'm pretty annoyed.
