Update FREE1.3.1 - support for +INT

Changes in the new version of Always Free 1.3.1:
- adds support for new Sim Settlements functionality +INT
- the dogs will leave robots alone - unfortunately also unfriendly robots (they are in the same faction)
- the baby angler now splashes around quietly (no more deathclaw stomping)
