(hey as a brief note, I’m really appreciating all the help I’m getting from this question/help forum page. It’s making the game awesome for me. So thanks.)

I’m wondering if there’s an easy way to unassign all the settlers in a settlement and also to make them prefer settlement plots over any available non-plot jobs
(such as the random mutfruits that are placed in the greenhouse in Greentop Nursury)

The basic problem I’m trying to solve is, my optimized Greentop Nursury build right now has 15/15 settlers, but two of the plots are not being worked. So I want to figure out who is supposed to be working them and get them on them. But I can’t figure out who that is.

They’re assigned to some non-plot mutfruits in the greenhouse I think.
 
I just found the “unassign all” option with the town meeting gavel, and I used it. Now waiting around for them to auto-assign, hoping they all go to the plots this time. Is there any need for me to wait in the settlement or can I go on an adventure and come back later?
 
It’s been a few minutes now. Settlers have assigned themselves to the unbuilt plots but the built ones are still all vacant. And the unemployed settlers are getting their “unemployed” red vault boy turned green even though they don’t really have jobs yet.
 
Ok I think I resolved this one myself. I figured it out manually.

I do have a lingering question though:

If I assign the City Leader to work a Plot, are they still the City Leader? Is there any reason to not do this?
 
There are settings at the planner desk that you set to "assign away from jobs" (and/or beds) which assign the settlers to SS-plots instead of default food/beds.

No if you're using the RotC city plan, yes if you just have a leader for the perks. If you're using a city plan, the leader is assigned to the desk, and moving them away will remove them as leader and stop the city from growing/progressing. You can assign them to a plot when the city hits level 3, however, with no issues.
