Unable to Use Command Mode on HQ Roof to Start Projects

Hi everyone,
I noticed that I'm unable to construct rooms on HQ's roof when in command mode. I'm only able to use ASAM monitors to manually do room construction/upgrade. When using command mode for either Facilities construction or Engineering upgrade projects I get "No rooms found for this project".

I receive the same error in the HQ on this play through. I can only assume it is a mod conflict, I just haven't found which one yet.
