Two Plot Costs in MCM Gameplay for Same Thing?

I noticed that there are two building/plot cost options that describe the same thing in the MCM > Gameplay section under two different headings. The description for both is the same, and I'm hoping they are different or what happens if one is OFF and the other ON, etc. In addition, that description uses a weirdly written bit of text claiming plot costs are to be paid alongside plot costs. I'm guessing what it's meant to mean is that extra (mod author added) plot costs specific to the plot are to be paid in addition to the daily plot costs common to all other plots of its class or type . . .?

Also been noticing that I have to manually click Pay Costs from the ASAM in some cases even though I have plenty of the required resources in the workbench. Is that a setting in a holotape that requires me to manually click them? I see in the MCM options that the AutoPay is ON for both line items, but . . ..

AutoPay Plot Upgrade Costs and AutoPay: Plot Costs are setting the same thing. I have already reported this as Issue #519 a while ago.

The description says: "When ON, and Plot Construction Costs are ON, construction costs for plots or upgrades will be paid automatically from the settlement workbench. Otherwise, choose the Start Construction option on the ASAM Sensor menu." This is kind of misleading. What this settting actually does is toggle whether the plot automatically starts construction. (after a plot is placed, a settler is assigned and the building plan construction requirements are met)

It also controls whether a plot will automatically upgrade. I made a request to Kinggath (Issue #539) to make the AutoPay: Plot Costs setting control only the building plan's initial construction and have upgrades utilize existing settings Auto Upgrade: Basic Plans and Auto Upgrade: Branching Plans Maybe I should request it be renamed Auto Build: Plot Construction as there are many settings with "Costs" in the name and it gets confusing. In the last game I started, I had to look at the scripts to figure out what some of them actually did.

The Plot Construction Costs setting is for the actual resource cost of the building plan. There is another "Construction Costs" setting (I can't remember the name) that toggles any costs defined on the building plan. The building plan author would set these and override the default SS2 costs when the setting is on.

I am still seeing that the AutoPay doesn't seem to be working across multiple settlements. I have to manually pay costs so those plots become Operational. I've tried a few MCM and holotape options to dumb it down for me to get them to work properly, so do you know the one sure kill switch for all those daily costs? I'd like to turn that off until I find a real fix or of course if SS2 is bugged in that regard.
