Fixed Turret Tower Spotlight Power

Starting at level 2 there is a spotlight on the Turret tower that's not powered causing your settlement to never be able to get to 100% power.

The level 2 one was easy enough to fix since I just ran a wire from the flagpole to the light. The level 3 version is up another level and there is no way to run a wire to it without going through the floor.

I'm not sure how you can fix it but if it can't be powered then maybe remove it?
