I have a Townhouse Metal at Level 1.
It is ready to upgrade.
I select "Manage Upgrades" -> "Upgrade Building" -> "Player Bed Blue [WV2] TH Metal".
The building explodes.
The building scaffold appears, but nothing else. The plaque says "[SS] Max Shack by kinggath".
I refresh the plot.
It actually constructs the Max Shack.
Edit: I had no problems with the stone townhouses so far.

that sounds oddly like something I've seen YouTubers having problem with (for other plots), where the plot stubbornly builds the wrong type of plan. Ive never seen this happen myself though (and I've built the metal ones over a hundred times). Can you try and build the Townhouse Metal somewhere else? I can PM the console commands to upgrade it. And you do manual downloads and installations?
