Tool and Die and every farming settlement?

I was under the impression having one tool and die shop would be sufficient as tools could be distributed but currently the only farms that have hit lvl 4 are in the same settlement as the plant. I am wondering if this is as intended.

Unfortunately, yes this is "intended". As far as I am aware, plots in different settlements cannot detect what level and type of plots have been built/upgraded in other settlements, so only plots within the same settlement can "talk to each other" and benefit from each other's buffs.

I think Kinggath and the development team are looking into that functionally for a future release. However, but I wouldn't quote me on that.

The "shared upgrades" refers to the ability to set queue a Tool and Die in the upgrade tree once I've built one somewhere. Useful enough in and of itself.

I would like that functionality, something running back in exchange for all that food... but a big part of gaming is working with the systems as presented :)

Certainly. The "Tool and Die Shop" is a Tier 3 version of the "Iron Mine" Advanced Industrial Plot from the Industrial Revolution expansion. If it is in a settlement, Agricultural Plots can level up to Tier 4. Normally they can only go to Tier 3.

As Advanced Industrial plots reach certain milestones, they unlock the ability to upgrade to new forms. There are 3 Tiers of these upgrades. In this case, you upgrade an Iron Mine to a "Steel Mill" at Tier 2, then the "Steel Mill" to a "Tool and Die Shop" at Tier 3. Here's a picture to show how it works:

Wow. I'm playing with SS for almost a month and still find new things to amaze me. Thanks for your answer, very well explained.
Another little question, I have one advanced industrial plot for quite some time now at my settlement, but it never upgrades to lvl 2. I saw the requirements table on the SS website, it says Full meters: defense. So, stupid question but here it goes, it has to be completely full? Because I have so many water purifiers that to my defense bar becomes full I would need to build hundreds of turrets, so I just want to be sure.

As far as I know, yes. It would unfortunately need to be completely full for that plot to upgrade.
 
Also, if you don't already have the higher tier buildings unlocked (and it sounds like you don't), you'll want to turn advanced industrial upgrades to manual in the holotape or at a city planner desk. That way, when the plot is ready to upgrade, you can choose which path to take. Once a higher tier building is unlocked, you can pre-set the path in other places and turn auto upgrades back on on that building.

Thanks for remember me of that, because I've set to automatic. How will I know when it's ready to upgrade? Do I need to manually check the plot or SS will show a notification?
 
There's a tracking option in the holotape you can turn on -- it'll flag all plots everywhere waiting for an upgrade.
Yeap. You can also craft an ASAM Vision Switch either at a Chemistry Station under "Utility", or at a City Planner's Desk, that will allow you to highlight plots awaiting upgrades in glowing green.

Tech sharing between settlements was actually introduced in patch 3.3.0 ("The great big R&D patch"). If it doesn't include L4 farms from the Tool and Die (which it seems like you have noticed while playing) Kinggath has plans to add that in a future patch.

I'm really enjoying exploring these systems :)

I'm not going to say "how it should have been on release" because my PC can barely handle it as is... but certainly this is how I will always want to play FO4 going forward. When I upgrade my CPU (maybe Dec) the first thing I'm going to do is enable some more packs, turn shadows and clutter back on, and come see SS in all its glory.
