Too many Settlers in nearly to many settlements

I just started playing SS2 and nearly every settlement I have worked on has anywhere from 4 to 7 more settlers than I have beds. I have attempted to move some of them to unused settlements but more just keep on coming. I have a hunch that another mod might be crossing my up. I installed Nuka World Plus at about the same time. Does anyone know if that conflicts with SS2?
 
I am guessing that either no-one has used the Nuka World I mentioned before or there just any interest in my problem. I don't know and I am so sure I ever really care. I have seen at least one other posting about have too many settlers so I know it has happened to someone else. Any suggestions would be nice. As it is, I am finding this mod very vexing. I am at the point that I think it may be time to just bail. I play the game for fun, not frustration.
 
I have never played Nuka World plus but if you are getting too many settlers at a settlement you can try turning off the recruitment beacon. In general if you do not have a city plan in place and have the recruitment beacon on, settlers will keep showing up.
 
Thank you for helping. I have been watching Kinggath's series of Easy Mode for those like me who doesn't really want to go real deep on the first try and I guess I missed that. I read a lot of stuff on how things are supposed work and I just started getting very frustrated. By the way, I got a quest from Jake called Sea to Glowing Sea that I having problems with. I looked through the quest progression in the Wiki and could not find it. Am I missing something there?
 
From Sea to Glowing Sea is a Side Quest.
On the Wiki, you can type some words into the Search field at the top. Quests should all show up. To find this quest, i just typed in "From Sea".

Really? I have not heard of that before as I have the same problem. I thought that the settlers should cap regardless if using a city plan or not. Though "communications" plot changes that to the number of beds = number of settlers.

You are not alone. I don't have that Nuka World mod, though I have the same problem. About a third of settlements have over 35 settlers in them. The other third have the capped number & the other third have low numbers as they are newly acquired settlements.
 
I have the same problem and it started after I finished the "From sea to glowing sea" quest and I unlocked something that said i was now getting more settlers through my communication plots. Although I have workshop framework setting to only allow as many settlers as I have beds in one settlement I had 50 settlers when i got there and only 32 beds.
I guess I have to scrap the communication plots.

As a coincident I also have the Nuka world plus mod, but I doubt it has something to do with it as it only started after finishing the SS2 quest.
 
i do have nuka world plus. but never got in trouble with settlers overpopulating my settlments. ocasionally the game/mod maybe had trouble calculating the bed situation and i got 2-3 more than my settlments had beds.

at my current playthrough i only have finch farm with 30 settlers and 17 beds. all my other settlements are ok. far harbor long fellows has even 12 settlers but 27 beds... for the other extreme.

  • ss2 has set limit settlers by city plan

I have not managed to get to the end of Chapter 2. I screwed a few things up and am starting a new play through. I will most likely be an few more days before I even get to Chapter 2.
 
I got the impression, cap settlers by bed count, doesn't work as intended. I always activate that option, and still, sometimes I get way too many. And no, I haven't got any mods like the above mentioned.

I think you are correct - and I don't think it necessarily even has to do with "From Sea to Glowing Sea." As I said above, the only way I have found to counteract it is to turn off or scrap the recruitment beacon once the settlement is full. If you have a communication station, though, it will keep recruiting as the comms station functions as a recruitment beacon. It sort of makes me miss the old days when the recruitment mechanic was broken and you hardly ever got new settlers.
 
An observation - the recruitment chance in the settlement reports has seemed pretty accurate to me. It doesn't always read the limit promptly, which can lead to excess settlers, but once it does, recruitment does seem to stop. Has anyone else with this problem tracked this, or at least checked the report when having the problem?

Also, it seems the massive settler increase after finishing "From Sea to Glowing Sea" was a one time event, it dumped a bunch of settlers in all of my settlements with a communications plot once, after I moved them away things have stabilized again.

From Sea to Glowing Sea seems to boost your communications. So it would be logical for many new people arriving.
 
I just turn on option that let Settlers die from disease, it's perfect for controlling large populations :) , but i turned off option for decapitated settlers as it blocks the settlements from progress, when You have large number of settlements.

I play with mortal settlers, and NPCs travel. Some settlements are located where powerful hostile NPCs regularly travel and those settlements become meat grinders. That's where I send the unemployed.
 
Whatever the setting at I have in WSFW and SS2, the recruiting beacon/ communication plots disregard them. It keeps recruiting over the bed limit and over my charisma limit.
After further testing and playing, it seems the vanilla recruting beacon is working as intended with the WSFW setting; limiting recruting by bed and charisma.

Something's not right with the WSFW options. All over sudden, I got 54 settlers at Sanctuary. That's neither based on charisma nor on bed count.
 
If you're willing to add another mod, I've found that this one (Configurable Settler Limit) is pretty foolproof no matter what I throw at it, including communication plots. Will need an actual recruitment beacon in the settlement in question, mind.

In a nutshell what it does is add a setting to a recruitment beacon itself so each individual settlement will have its own cap. Does require Workshop Framework (2.0.8+), but since that's already a requirement for SS2, no problems there.

Haven't tried it with the raider recruitment system yet, so I don't know how well it works for that system.

The only issue is it will (for me at least) pick up the suggested amount of beds that city plans use and soft set an initial cap to that, so if one wanted it to be larger (or smaller), it'd have to be set manually.

Might be worth a try for those who are having problems with too many settlers/game not respecting the set by bed limit.
