This is killing the FPS in HQ.

Has anyone had this happen to them? It's in the Atrium. When you look in it's direction, the FPS drops significantly. The first is when you look east. It flickers. The second lets you see that it's not on the wall but floating in front of it. The third is when you look just to the left or right. It disappears.

I have and it came from a mod that changes up the bobblehead NIFs.

That would explain a lot - there a lot of usages of the bobbleheads NIFs as static decoration so if something changes those then it would definitely cause an issue.
