In my recent playthrough, I joyfully noted that when applying the city plan to Covenant, it happily moved all of the "owned" objects into the workshop, clearing the ownership tag, so I could use them without stealing and aggroing the settlement. It also cleaned up and replaced the default turrets, and reset all of the locked doors with ordinary unlocked doors, so opening them won't aggro the settlement either.
These little things are what makes a city plan go a long ways, so thanks.
Just one tidbit - the plan is setup for 9 residents. I sided with Covenant, so there were already 9 named residents. As with any city plan, after assigning a leader and letting it build the foundation level, it immediately attracted two generic settlers, which put the city over-limit. I had to track them down and divert them to other settlements, to make sure Covenant wouldn't be over it's carrying capacity
