Stuck in Laying Foundations, likely due to opther mod

So I have a different mod that lets me bypass the Rescue the Settlers Minuteman quest by marking that quest as completed and auto-processing the steps as soon as I exit the vault (i.e. the settlers are already in Sanctuary, Codsworth's my companion, and Preston givens me the first MM radiant quest as soon as I get into Sanctuary).

This appears to have hosed up the sequence for SS2's "Laying Foundations questline, as apparently whatever this other mod does must somehow bypass the triggers for either the "Concord already cleared" or "Clear the raiders" quest steps, as I've cleared out all the raiders I can find and Laying Foundations still won't advance (I suspect that it's waiting for the auto-spawning raiders and other raider steps for the minuteman quest.

I'd gladly "skip steps" in the questline, except 1 - these forums state explicitly NOT to do that, and #2 - for some reason the quest ID isn't showing in a sqs list (I'm guessing it only lists a certain number of the 10 quests I have right now).

What can I do to "get on with things" at this point?

I want to do the rest of the questline, but I really don't want to restart & do the minuteman quest all over yet AGAIN. What questID and step would it be okay to "console skip" to?
 
Yes, and the command on the wiki let's you pass each quest cleanly - but you can't do it just a portion. So if you are stuck on "Laying Foundations" you want to use the command for the quest after in the list. You can see that it's "Plotting the Future". Also, make note of "though you may need to roll back to a save before you started the current quest for this to work".
 
I Got it, I encountered this Bug, then I tried to reload my save a bit earlier before building the 2x2 Residential Plot.

I maked sure that there is a proper straight pathway for the stranger to walk to the Plot. and then it just works.
