Question Steps & planks

I keep having issues with plywood and the small wooden steps. Is there a maximum distance plywood pieces can be uneven with the adjacent normal floor piece? I have the plywood almost right up to the floor (within .5 nudges) and I can't get my follower to cross over into the room. Also when I am working with uneven surfaces I like to put the small wooden steps to get the settlers up to the next walkway, but is there a certain position that these stairs have to be in to work? Often I found that unless the top step is not perfectly aligned with the next floor then nobody wants to walk up it.

I'm uploading 3 screenshots:
1st - the npc will walk onto the plank no problem from the roof, but will not enter the next room saying they don't know how to get there. They walk right up to the threshold, but will not make that 1st bold step into the great rusty building.
2nd - I wanted the stairs a little lower, about 5.0 points lower, but my follower would not enter the area. Only when I snapped the stairs into place and then raised the lower floor up did anybody walk into the building. Will these stairs only work when the top portion is snapped? What about when lining up with Project Blueprint's Shack Bridge, as seen in...
3rd - No matter how I place these stairs up against the Shack Bridge, my follower will not cross them. Other settlers won't either. ...And yet not far away is another row of Shack Bridge pieces with the little wooden stairs leading up to them I just dropped down randomly, and that weems to work fine! I must be missing something. Any thoughts are appreciated greatly.

I have used this for a long time.

It's what I recommend for most users. IDK maybe it could help you here?

When Hozsa was modding Fo4 he was known for being something of a nav-mesh expert.

NavMeshFixer ( Do It Yourself NavMesh )

For issues like this, there are some really useful navmesh tiles in the project blueprint. Make sure you've got markers turned to visible in workshop mode or they are hard to get right. I seem to remember others having nav issues with the shack bridge, so it will probably need some nav help.

Thanks, I'll try the navmesh blocks in Project Blueprint.

Edit: Hmmmm, interesting. Next day I load up the game and nearly all those issues have resolved themselves without having to lay down navmesh blocks. Is there a thing where it takes some time or a re-load of the cell for some new objects to work properly?
