With the multiple options of settlement plans available I was wondering if the select leader should be secondary to select settlement build. What I am saying the selection on the menu should be reversed. First you select the settlement (type), then you select a leader.
Another question if I may, if you select a settlement plan and decide to "build it yourself" sadly the city plan selected fails to spawn. So apparently if you decide to build it yourself it nullifies and settlement plan.
Could there be an option to spawn the city plan and you designate what is built in what area and could change predesignated plots without destroying the positioning but change from housing, commercial, industrial etc., to another type?
I personally like to add when a settlement is built the logistics station and thanks to the creation of the tesla power station I have been building it beside it so I can hard wire the logistics station then hard wire the power plant to the existing power network. This gives the settlement what I consider necessary food and water while it is getting started. Is there any way the settlements could share security as well? I have noticed that what a settlement accepts varies from when you donate resources to what they accept when using salvage beacons.
A problem I have ran into when adding to preexisting plans as they expand from one stage to the next the newer level could indeed build into your added structures. Is there any way for builds to spawn markers/ flags or whatever so you will not build where expansions of where builds will spawn?
One last thing I have been doing for example on Castle builds is partially wiping out part of the settlement plan, adding my own power generators, and my own relocated housing and commercial and industrial builds. It seems to work fine. Any and all feedback would be appreciated !!

When I test my city plans, I have always selected the "select city plan" option first. Once I do that, it prompts me to select a leader automatically. Does that not work for you?

I am pretty sure that's actually the cancel city plan option. All city plans need a leader to build, but the player character is not a leader for RoTC.

You can activate the ASAM sensor on any plot, and there is a plot customisation option that allows you to change the plot type.

All items built from the City Plan are self-powered. Most RotC city plans have a regular industrial plot in level 0. Settlers tend to build it within the first 5 plots. Once it builds, you can select the ASAM sensor on it, and tell the settlers to change it's plan to the ILS.

If you are using any of my plans, the ILS will be automatically built in level 1 for most plans. Home Plate and Nu Cafe Ola are in Level 0.

As I designer, I often, but not always indicate where the settlers will build next. However, that said, the assumption is, once you ask a leader to build a city, you will let that leader build the city to level 3, before you add or change anything. My own plans tend to have room for personal decorations, although, you should have a mod to increase your build limit, to make best use of that space.

It works fine but those new to Sim Settlements would not know to select city plan first

Then perhaps the player needs to be notified that selecting "I will build it myself" cancels any city plan selected (new players to Sim Settlement have no clue)
