Starting a New City

What is the best things to do when starting a new city.
As in if I get an NPC to run it how many ASAMs should I get, what is a good build order to share things across all of the cities, things like that.
Housing, Food then Coms?
 
it depends on the city and what you want it to be.
i usually start with 3 settlers transplanted there to man a coms caravan and martial plot.
From there i i put in water/electricity (food is supplied from other settlements).
now that the basics are done i decide what the settlement will produce and how many will live there.

I usually aim for 15 or so settlers top unless i have a grand plan but it usually lands something like this
5 martial (overkill i am aware but it helps with quickly growing the settlement for some reason)
1 coms
1 caravan
1 power
1 water
(9 settlers)
that leaves me with 6 settlers to jobs for and it usually is something thematic or something i am really in dire need of, eventually i might come back and expand/edit the population/plots but this start can sustain itself quite well
 
Thanks, I had had problems with the Power not connecting on some plots so I started using about 5-6 Solar panels.
I'm still lowish level just under 40 so heaps to get going with
