SS2_XPAC_Chapter2(and 3).esm missing message in Vortex

I am getting the message that the above two files are missing as a dependancy for the file Cho1_SS2_Encv_Plots.esm
This is a brand new install and I used Sim Settlements 2 Chapter 3 all Chapter Pack. Is it possible that that is the problem? Would it be better to install the base SS2 and chapter 2 and 3 individually?

While waiting for an answer I managed to solve the issue. I deleted the so-called all-in-one Chapter pack and installed SS2, SS2 Extended and chapers 2 and 3 individually. Seems the all-in-one bundle does not play well with various addon packs.

The all in one pack is the same as all chapters and extended, the 2 esm's for the 2 chapters must have not been enabled.

They were all enabled in Vortex, which I am quite familiar with. In any event it is moot as they are now running having been installed individually.
