SS2 - no settlement layout found msg

Hey there,

i wanted to build a settlement layout via WSFW but i tells me, no settlement found...
The Layout was build via the layout creation tool, it is installed and enabled.

I checked the city planer desk to see if it is a "city plan" instead of a layout, but there are only 2 other plans showing.

The layout worked once, i had to reinstall the game and all my mods, but there are no different mods installed.

What else can i check?

Assuming the layout was turned into a proper plugin and installed right, the other option could be something messing with the settlement itself (especially with custom settlements). Other mods can be using the same area and making changes to it, so the settlement mod should be near the end of your load order.
