SS2 Mechanist's lair ROTC

How do you level up the Mechanist's Lair ROTC city plan in SS2? Everything but food seems to be fine, how do you get more food so the plots are able to lvl up?

Is It connected to the Caravan network? That's how.

A core-mod Caravan Plot in the Mechanists Lair should be able to connect roughly as far as Taffington Boathouse or maybe Covenant, as a point of reference.
