SS and RoC not working - What's wrong?

So I've downloaded SS,RoC, the settlers mod that adds more settlers w/ dialouge, the ROC leader pack related to the settlement mod, Hud Framework, and the Settlements menu manager. No matter what I do, the SS and RoC mods do not work. I've tried with other mods enabled and w/o them (everything disabled except the listed mods at the start of this post). I've tried the menu repair, but nothing shows up. I started a new game, used an existing save (one without mods) and nothing seems to work. Is there something that I'm doing wrong? Do I need to pick up the holotape at Museum of Freedom first before items from SS and RoC show up in my settlement menu? If anyone can help me, it would be appreciated. This mod would make a huge difference in my game, but it never has worked for me. I've given it a 2nd try, but it seems to be failing me.

I read which mods aren't compatible with this one, and I know conquest is one of them. I have one that makes Diamond City a settlement, but I don't think this is the issue. Also, I disabled all mods except the related ones to this post. Besides conquest, I have place anywhere and sts (pretty much like spring cleaning for xbox). Anyways, I'd really like to play as a minuteman soldier with these mods. PLEASE help lol

Conquest is ok but Simsettlements dosnt like it so much.
some tools don't work in a conquest settlement like asam sensor and you may have to change Dynamic needs in ur holotape.
Just takes more work to get your settlement good with conquest, Ive used it myself in the past and it dosnt break SS so its safe to use.

Which settlers mod are talking about? If you mean Settlers of the Commonweath then also need to get the mod SimSettlement - Settlers of the Commonwealth for them to be city leaders.

Yes, that is the mod that I have. Also, I do have the mod that makes them leaders.
