It's the tree stump.

Each object in the game has a bounding box around it, and the AI is programmed to avoid that box (unless it has something called a navcut in it - which is why things like doorways can work). So even though you are technically above the object, the actual bounding box likely goes quite a bit above the actual visual of the stump.

Ya I found the culprit.
that bushel of branches on this maple tree were about 2-3 (game feet) under the floor.
Moved it and the issue went away
