Sims Plots in Special Build section of Workshop

My sims menu isn't appearing when in workshop mode. After running the settlement menu fix many times, I ended up removing gobs of mods in stages to try to find the problem until I finally had practically nothing left. Still no gear in workshop mode but I noticed that all my sims plots were appearing in the special section. No idea if they were there all along. I could probably make that work but when start reinstalling mods I'm going to have a bunch of choices in that section and finding anything will be a problem. Any idea how to fix this? I did, obviously, try the settlement menu fix, with both tapes. I have workshop plus, workshop rearranged and workshop framework, all of which are installed. I'm using the 3-in-1 version 4.2.9. I was using 4.2.7 when the game started but upgraded when I ran into the problem.

I was talking to someone else who had it.

There were some other suggestions but here is my best shot.

I run a lot of mods 450 - 500++

I never update big mods like SS in a settlement I go to an internal cell away from any settlement and do it. I come out of the game and do the updates then go back in.

I stay in the cell "idle" for 5-15min then "walk" out slowly.
Then I walk to the next location like a settlement. This lets everything in the game re-set.

This was a good update with some core stuff. So, it sounds like a glitched update.

I would roll back my save and try something as I described above.

The other suggestions were things like testing with SMM disabled.

I have several profiles so I did try the current updates on them seeing if I could get the menu to glitch and could not, so my internal cell procedure isn't a cure-all. Still, don't know what you have to lose at this point?

Rolling back to a save where the menu was not glitched - manual download and installation. Is the first thing though.

Well, I was pretty early in the game. I hadn't previously used it in the game. I disabled it, went back to the earliest save I had outside the vault, standing on top of the museum of history with a mini gun. Walked outside of Condord. Exited. Redownloaded and installed SS. Tooled around Concord for a bit picking up scrap and the holotape and sensors. Walked to Sanctuary. And it's still a problem
